U.S. Master’s Degree in Public Administration, Public Management, and Public Policy for Legislative Strengthening

Program Description:
* Master’s Degree in the US on topics sucha as Public Administration, Public Management, and Public Policy
* The objective of the training is to enhance the capacity of the participant in public administration education, communication, analysis, and decision-making. After the training it is expected that the graduate will have an understanding of theories of management and the public context in which public administrators work. She/he will be able to apply those theories to improve the performance of the Parliament Secretariat and collaborate with others to best serve the public interest.
Target Participants:
* Candidates must be university graduates currently working at the Parliament Secretariat.
* Candidates must have five years experience at the Parliament Secretariat and be committed to stay with the institution upon return.
* Candidates must be nominated by the Head of the Secretariat General of the Parliament.
In-country Masters Degree in Local Government Management or Public Administration
Time Line: spring 2010
Number of placements: 4 persons
Program Description:
* The program will provide opportunities for local government officials from the strategic and marginalized regions of Aceh and Papua to improve their skills in public management through long-term study and attainment of master’s degrees in public administration, local government management, or similar fields.
* Participants will attend well established university programs with high academic standards. One example is the Postgraduate Program in Local Politics and Regional Autonomy at Gajah Mada University.
Target Participants:
* Candidates must work for a regional government: city, district, or province, in Nanggroe Aceh Darussalam or Papua.
* Candidates must currently be in local government management positions (i.e. heads of divisions or departments) or be considered to have potential for promotion to management positions
* Candidates must demonstrate a commitment to more participatory, transparent and responsive governance practices
* Gender balance will be considered.

Master’s Degree for Rule of Law/Justice Sector
Time Line: spring 2010
Number of placements: 3 persons
Program Description:
* Two master’s degree programs in the US and one in Indonesia. Although the focus of the study will be on a general legal education, emphasis in the areas of human rights and corruption is a preference.
* The purpose of this training is to develop more qualified leaders in the areas of rule and law and the justice sector.
Target Participants:
* Prioritized: Faculty of Law graduates who are employees of regional court or regional prosecutor’s offices and who have demonstrated a commitment to enhance the promotion of good governance, e.g. accelerate legal reform at the regional level
* Faculty of Law graduates who have demonstrated a commitment to enhance the promotion of good governance, e.g. accelerate legal reform at he regional level

Master’s Degree for Decentralization and Local Governance in the U.S.
Time line: Spring 2010
Number of placements: 4
Program Description:
* Master’s in US on topics such as Public Administration, Public Management, Public Policy, Political Science, Regional Planning and other topics of importance to public service and leadership in Indonesia’s regional government;
* The objective of the training is to develop more qualified leaders for future service in Indonesia’s regional governments or other public services.
Target Participants:
* University graduates who have demonstrated a commitment to government service at the regional level.
* Candidates who intend to pursue a career in regional government service as demonstrated through current employment in government, prior coursework in public administration or similar topics, volunteer activities, involvement in community organization or relevant NGO work, etc.
* Some participants should be junior officers in the Ministry of Home Affairs (MOHA) who intend to return to work at MOHA or in regional government following the completion of the program.

Masters Degree on Pluralism and Human Rights Topics in U.S.
Time Line: spring 2010
Number of placements: 1 person
Program Description:
* Master’s degree in the U.S. in International Development Studies, emphasizing pluralism and human rights topics
* The objective of the training is to strengthen the capacity of participants to engage in effective human rights education, monitoring, and advocacy activities. Through the training it is expected that the participants can participate more effectively in human rights debates, challenge discriminatory attitudes and practices and to advance important policy and legislative reforms to enhance human rights protection.
Target Participants:
* Candidates must be university graduates in social science or law who are currently staff of the Human Rights National Committee or the Ministry of Law and Human Rights.
* Candidates must have knowledge and experience in the area of human rights
* Candidates must have shown leadership ability and commitment to stay with the institution upon return.
* Gender balance will be considered.

Short-term Training in Peacebuilding and Conflict Reconciliation
Time Line: summer 2009
Number of Placement: 8
Program Description:
* Short term course up to 4 weeks in the U.S. on topics such as peace building; conflict resolution; peace journalism; conflict management and mitigation and other topics important in supporting peacebuilding efforts in Indonesia.
* The objective of this program is to support NGOs/university staff or individuals who actively work in conflict, conflict prone or post-conflict areas in Indonesia, with up to date knowledge about the theory and best practices to engage on conflict resolution and peace building efforts.
Target Participants:
* Representatives from universities, NGOs, and journalists that are actively dealing with conflict. The candidates from potentially conflict/post-conflict areas in Indonesia such as NAD, Central Sulawesi, Maluku and Papua will be prioritized. Priority will also be given to NGO that are/were beneficiaries of USG-funded conflict reconciliation programs.
Technical Qualification:
* Gender balance will be considered
* English capability

Masters Degree in Peace Building and Conflict Reconciliation
Time Line: spring 2010
Number of placements: 2 persons
Program Description:
* One master’s program in the US and one in Indonesia, in areas relating to peace-building, conflict resolution, conflict transformation, conflict management, peace and security.
* The objective of this program is to support selected staff from NGOs, universities, the media or other related institutions who work intensively in conflict management or in potential conflict/post-conflict areas in Indonesia to acquire both practical and knowledge-based skills relating to mediation and management. They will learn how to analyze conflict and how to uncover the philosophical and actual underpinnings of conflicts of all kinds, as well as how to defuse situations that arise between individuals and between organizations, communities and other groupings in order to develop a sustainable internal capacity for building peace and resolving conflict.
Target Participants:
* Representatives from universities, NGOs, and other related organizations and journalists who are actively dealing with conflict.
* Candidates from post-conflict areas in Indonesia such as NAD, Central Sulawesi, Maluku and Papua will be prioritized.
* Gender balance will be considered.
